The planning area contains outstanding natural and cultural landscapes: Laolong Bay, Haifu Mountain, Juyang Lake and the Mi River riverside landscape belt. This round of planning focuses on the start-up zone, Phases One and Two. Phase One is the Haifu · Yiyuan Cultural Tourism Complex, with a planning area of about 8.8 ha and a buildable area of about 5.3 ha (about 79.5 mu). Phase Two is the Haifu · Yiyuan Wellness Complex, including the area around Laolong Bay, with a site area of 40 ha (about 600 mu).

Laolong Bay is among the finest views under heaven, Haifu Mountain is outstanding in scenery, and Juyang Lake spreads over a vast expanse of water. After decades of development, Yeyuan Subdistrict has achieved a thriving industry, flourishing culture and social harmony.
Analysis of Existing Problems
Yeyuan’s natural and historical endowments (Laolong Bay, Haifu Mountain, Juyang Lake and others) have not been explored in sufficient depth or at sufficient level. Repeated rounds of renovation have not enhanced these strengths; instead they have muddled the cultural thread and produced a disorderly mix of building styles, with no prominent theme.
Analysis of Existing Problems
The existing master plan for the cultural tourism industry no longer meets today’s market: it lacks a macro view and foresight, and the overall development approach needs to be adjusted and redrawn. The single-format cultural tourism offer must be broken, adding experiential and immersive mixed formats and incubating new tourism projects (such as lake-circuit tours, wetland rafting, farming experience zones, family fishing parks and distinctive guesthouses). A large cultural tourism industry development zone should be built, around which the core engine driving Yeyuan’s growth is empowered.

Based on the development of the cultural tourism industry, the project uses the Haifu · Yiyuan Cultural Tourism Complex as the start-up zone to activate and drive the industry in Yeyuan. The complex comprises three flagship projects: the Haifu · Yiyuan Grand Hotel, the Haifu · Yiyuan Senior Living Residences and the Haifu · Yiyuan Holiday Apartments. Key indicators: site area 5.3 ha; total floor area 61,000 m²; floor area ratio 1.13; building density 35%; green space ratio 40%.
Planning Structure
One terrace, five courtyards, one complex. The terrace is chosen as the best vantage point over the whole town, and made into a popular viewing platform, the Longxi Terrace. The five courtyards are the Haifu · Yiyuan Holiday Apartments, divided into five blocks: Xuanshan Yunju, Dongfang Weilan, Baoshan Guanhai, Danfeng Chaoyang and Haifu Central. The central block (Haifu Central), a kind of “blockchain”, ingeniously joins the other four. This matches the traditional Chinese five-element view of space and shapes a liveable form in harmony between heaven and humankind. The complex is the cultural tourism service complex: next to the main road, convenient for services, combining functions (dining, lodging, entertainment, shopping) to meet the modern demand for experiential consumption.
Planning Scheme 2
“The Supreme Ultimate generates the Two Modes; the Two Modes generate the Four Images; the Four Images generate the Eight Trigrams.” — Commentary on the Book of Changes. Following the road network, the plots are divided to establish a complete planning layout. Clusters (also called tribal or great-courtyard layouts) are the planning unit, each carefully adapted to the terrain. A “5+1” planning structure is set up: five directions plus one set of supporting facilities. When the five directions gather, all under heaven is one: the Azure Dragon in the east, a long-flowing source; the Vermilion Bird in the south, a dragon’s spine stretching on; the Black Tortoise in the north, the treasury of Dragon Bay; the White Tiger in the west, a gathering place for merchants; and the centre of black and yellow, where Haifu prospers.
Unit Type Combination Pattern
Individual units face mainly due north–south, with fine adjustments of 5° east or west depending on the situation; in some areas the adjustment is larger, but within 15°.

Built into the hillside and following its terrain, the pitched roofs step down in tiers. The architectural style is “Lu-school New Chinese”, in keeping with northern aesthetics.

The buildings follow the hillside in terraced steps. Lighting at night makes the three-dimensional outline of the hill clearly visible. The light runs from the entrance plaza, along the landscape axis and through the building clusters, continuing towards the Longxi Terrace and the Cishou Pagoda, so that the terraced space becomes land art made of starlight, adding a moving picture to this sleepless wellness town.
